Union Health and Family Welfare Minister Dr Mansukh Mandaviya, representing (NHA) and the Ministry of Chemicals and Fertilizers, honoured these States and Union Territories for their achievements in the execution of AB-PMJAY and ABDM.
The National Health Authority (NHA) and the Ministry of Health and Family Welfare recently hosted 'Arogya Manthan' to celebrate the fifth anniversary of the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) and the second anniversary of the Ayushman Bharat Digital Mission (ABDM).
This two-day event, held between September 25th and 26th, 2023, at Vigyan Bhawan, New Delhi, hosted extensive discussions and deliberations on the challenges, trends, and best practices associated with these transformative healthcare initiatives.
The event witnessed active participation from policymakers representing various States and Union Territories, national healthcare experts, academic representatives, think tanks, industry leaders, and the media. During the event, the NHA acknowledged and honoured the best-performing States, Union Territories, and healthcare facilities.
The awards were presented by Union Health and Family Welfare Minister Dr Mansukh Mandaviya on behalf of NHA and the Ministry of Chemicals and Fertilizers.
Outstanding Recognition for States and Union Territories

1. Uttar Pradesh
Uttar Pradesh was honoured with two 'Arogya Manthan 2023' awards. The first award recognised its pioneering establishment of Ayushman inquiry centres and the initiation of the Green Channel payment system. This payment system ensures swift and efficient processing of payments, reducing bureaucratic red tape and speeding up the provision of medical services.
The second award acknowledged UP's achievement in preparing the highest number of ABHA scans (ABHA applications) and generating tokens, streamlining the registration process and significantly reducing waiting times at government healthcare facilities.
2. Nagaland
Nagaland received three Arogya Manthan awards. These awards include recognition for prompt anti-fraud action, full utilisation of allocated funds for hospital claims, the Ayushman Utkrishtata Award 2023 for the highest Ayushman card creation, and the best claim settlement performance in the category for small states.
3. Jammu and Kashmir
The State Health Agency of Jammu and Kashmir received the 'best performing' title in gender equality, enrollment under PMJAY Ayushman Bharat, highest Ayushman card creation, and full utilisation of allocated funds. The innovative practices adopted in implementing AB-PMJAY were highlighted during the event.
4. Kerala
For the third consecutive time, Kerala secured the 'Arogya Manthan 2023' award for providing free medical treatment to the maximum number of people in the country. The state was recognised for the maximum utilisation of the Karunya Arogya Suraksha Scheme (KASP), benefiting 13 Lakh beneficiaries through 30 Lakh claims.
5. Meghalaya
Meghalaya's State Nodal Agency of the Megha Health Insurance Scheme (MHIS) received two prestigious awards for its outstanding performance. These awards include the Ayushman Utkrishtata Award 2023 for the highest number of treatments and the Ayushman Utkrishtata Award 2023 for gender equity in service delivery.
6. Andhra Pradesh
The AP Medical, Health and Family Welfare Department received five prestigious National Level Awards at Arogya Manthan-2023.
The state secured the top position for linking the most health records to ABDM, with districts Visakhapatnam and Eluru earning the second and third spots nationally. Additionally, the state received a Certificate of Appreciation for its outstanding efforts in launching the highest number of Microsites to promote ABDM adoption within the Private Health Sector. Another Certificate of Appreciation was bestowed upon the state for fully utilising funds under AB-PMJAY.
7. Chhattisgarh
Chhattisgarh was conferred three awards in the large states category, recognising achievements in gender equality, 100% utilisation of funds, and the widespread adoption of Ayushman cards.
The 'Arogya Manthan 2023' awards highlight the remarkable contributions and successes of States, Union Territories, and healthcare agencies in the healthcare sector, reinforcing India's commitment to improving healthcare access and outcomes for its citizens.
