The Brihanmumbai Municipal Corporation (BMC) has joined hands with RailTel, a public sector undertaking under the Ministry of Railways to implement a Healthcare Management Information System (HMIS) for the citizens of Mumbai.
Under this initiative, RailTel, in consortium with Sterlite Technologies Limited, has secured an order worth INR 351.95 Cr (excluding GST) for the supply, installation, testing, commissioning, operations, and maintenance of the HMIS.
The system is specifically designed for the Health Department of BMC.
The HMIS is an integrated clinical information system with the primary objective of enhanced hospital administration and patient healthcare. This system ensures a unique, novel, and improved experience for hospital administration and patients.
Through the appointment of a system integrator, the project aims to enhance the efficiency and quality of healthcare service.
Moreover, the project is expected to bring a significant transformation in healthcare administration by linking patient care, clinical and non-clinical services, diagnostic facilities, and drug inventory management.
Reportedly, this HMIS initiative is expected to interconnect all hospitals managed by the Authority within the city.
Under this project, 191 dispensaries, 30 maternity homes, 16 peripheral hospitals, five specialty hospitals, dental hospitals with medical colleges and major hospitals including medical college facilities will be covered.
Additionally, a web portal and mobile application will be launched for patients, hospitals, and BMC administration which can be used to access relevant data in an instant.
The project scope also includes network connectivity, cloud hosting, and manpower deployment along with operations and maintenance for a period of 5 years.
HMIS application is going to address the fundamental needs of all concerned stakeholders such as patients, hospitals, and BMC administration.
It will help doctors in faster delivery of service with clinical knowledge support. Administrators will be able to make better decisions with the systematic and intelligent data that is going to be generated in HMIS.
RailTel, having previously executed the HMIS for 709 health units of Indian Railways, brings its expertise to this project.
The execution timeline for the HMIS is set at one year, during which network connectivity, cloud hosting, and manpower deployment will be handled.
The project focuses on three key stakeholders: patients, hospitals, and BMC administration.
Through mobile app and portal access, the HMIS provides patients with convenient features such as appointment scheduling, remote monitoring, and telemedicine.
Patients can access their personal health information, receive health education, manage medications, communicate with healthcare providers, and track health metrics.
For hospitals, the HMIS streamlines patient management, improves clinical decision-making, enhances communication and collaboration among staff, ensures accurate billing and revenue management, supports quality improvement initiatives, and prioritizes patient safety and risk management.
Further, the system empowers BMC administrators with data-driven decision-making, improved operational efficiency, enhanced financial management, resource optimization, interoperability, strategic planning, and regulatory compliance.
